Add documentation for FocalPointPicker

I've seen this show up multiple times over our time with Gutenberg, and it seems to be a common enough thing I think we could use some documentation for it.

Something along the lines of:

• Where to find it
• How / why use it
• How to add it to core components (images, featured image)
• Any gotchas or implications
