Feature: `SystemInformation` helper

SystemInformation from WCT 7.x needed

• Just take it from WCT

API Changes

Requires adding the helper with maintaining support for other platforms
I opened CommunityToolkit/Windows#600 which has a good port but I don't know whether wct team will merge that
If they do then I can just mark it as Obsolete

Intended Use-Case

Use case: various uses, very good helper
