Add a CI pipeline for nightly docker images

Like in kvrocks (https://github.com/apache/kvrocks/blob/unstable/.github/workflows/nightly.yaml), we can have a CI pipeline to build nightly images.

I’d like to work on this issue.
I’m planning to add a GitHub Actions workflow similar to kvrocks’ nightly.yaml to build and publish nightly Docker images, including multi-arch support (amd64/arm64) and proper tagging for unstable and version tags.

I’ll open a PR once the initial workflow is ready. Feedback on the approach is welcome.

I’ve implemented a fix for the nightly Docker image workflow as discussed. The workflow now:
Builds the Docker image for multiple architectures (amd64/arm64)
Applies proper tagging for both unstable and version-specific tags
Handles Docker Hub authentication securely using the configured secrets
Includes the necessary license headers and aligns with the repository’s standards
Could you please review the workflow and let me know if it works as expected on your end? Any feedback or additional suggestions are welcome.
