Assign no-stale to Tasks/Epic/Opportunity issue type

Proposed change

Add a new add-no-stale job that automatically applies the no-stale label when an issue of type Task, Epic, or Opportunity is opened. This prevents the stale workflow from closing these issue types, which have a different lifecycle than bug reports.

The actions/stale action doesn't yet support an exempt-issue-types option (actions/stale#1293, PR actions/stale#1294), so this uses the existing exempt-issue-labels: "no-stale" mechanism as a workaround.
