Translated WCAG 2 Overview page to Swahili, updating titles, descriptions, and other content accordingly.

Adding a new Swahili (sw) translation for the WCAG 2 Overview (index.md) to expand accessibility guidelines to East African web developers and creators.

• Translated title, description, and markdown content.
• Preserved all English YAML routing variables, URLs, and Markdown syntax per WAI guidelines.
• Uncommented translator name in front matter.
